Dr. Lourdes V. Tibig
Dr. Loudes V. Tibig is a retired climatologist/meteorologist who published works on climate trends, climate change science and climate applications. She is a twice lead author in the Intergovernmental Panel on Climate Change Global AssessmentReports (e.g. Chapter 18 of the Working Group ii , AR 5 and the Special Report on the Ocean and Cryosphere in a Changing Climate or SROCC), an expert and government reviewer of IPCC assessment reports (e.g., AR4, AR5 and AR6). She is also a resource person/ lecturer on climate change science.
Dr Tibig has been a consultant for a number of government and non-government climate change adaptation projects from 2009 to present ; member of the first National Panel on Technical Experts (NPTE) of the Climate Change Commission; and Professor Adjunct (International Environmental Policy) at the Silliman University from 2019 to present.
“An extensive and careful assessment of observed local sea-level rise and what are adversely affected (vulnerability assessment) must be incorporated in the Comprehensive Land Use Plan (CLUP) of the local government units. The findings of the vulnerability assessment must then be the basis of the local climate change action plan. Actions to address sea level rise should include adaptation of buildings and human settlements, including farms, protection and/ or defense by building dikes or flood barriers, retreat by either relocation and /or abandoning settlements that are threatened.”
