Urban poverty in the Philippines is a climate fault line. With 60% of Philippine cities on the coast, over 5 million people live on the frontlines of sea-level rise. The poorest families are pushed into low-lying, flood-prone zones, exposed coastlines, riverbanks, and unstable slopes— areas that take the first and hardest hit from extreme heat, the highest storm surges, and the most destructive floods.

As cities sprawl and informal settlements thicken, climate shocks are hitting faster than systems can adapt. The result is stark: those with the least protection face the greatest danger, and recovery remains a distant promise. Climate change may be global, but its impacts are brutally local—and the system is stacked against the poor.
